California's cannabis market at a glance
- More than $7.87 billion in cannabis tax revenue collected since 2018 (CDTFA).
- About $5.1 billion in taxable adult-use sales in 2023, the most recent full-year figure widely reported.
- 15% excise tax from October 1, 2025 through June 30, 2028, after AB 564 rolled back a short-lived increase to 19%.
- A crowded market. Price pressure, competition from the illicit market and local bans on retail have squeezed margins, and consolidation continues.
What's on the agenda for California in 2026
- Federal rescheduling. Medical marijuana moved to Schedule III in April 2026, but most of California's market is adult-use, which is still in Schedule I and still subject to 280E. What the broader rescheduling decision means for California is a key topic.
- Tax relief and stability. The excise rate is locked at 15% through mid-2028, which gives operators a planning window.
