Eliot Fishman is the Director of the Policy and Programs Group at the CMS Innovation Center, where he started work in February 2023. The Policy and Programs Group operates several core policy, legal and analytic and communications functions for the Innovation Center. He has published extensively on health policy and health reform and has wide-ranging experience working on health care policy that spans federal and state government, the private sector, and nonprofit service delivery. Most recently before his current role, he was the Policy Director at Families USA, a health care advocacy organization based in Washington DC, from 2017 until early 2023.


Prior to that, he was the director of the State Demonstrations Group and the Children and Adults Health Programs Group at the Centers for Medicare and Medicaid Services from 2013 until early 2017, and he served as director of the Office of Policy in the New Jersey Department of Health, a principal at Health Management Associates, and vice president of the Metropolitan Jewish Health System, a large, nonprofit integrated delivery system in New York.
