As a certified mediator, Keenan applies his training to assist clients in navigating complex cannabis disputes and reaching practical solutions outside of trial.

Licensed in Indiana, Ohio, and Colorado, Keenan began his practice in Colorado, shaping his well-versed perspective in pioneering and emerging markets and equipping him to advise clients in states modeling their programs on Colorado’s regulatory framework.

He is a Chambers USA ranked cannabis attorney and frequently speaks on key developments and emerging trends in cannabis law, both in Ohio and throughout the nation. He prioritizes engaging directly with practitioners, regulators, and industry participants, allowing him to stay informed on real-time legal developments.

Before joining Frantz Ward, Keenan co-founded Foster & Jones and worked at the Hoban Law Group. In both roles, he guided businesses in the emerging cannabis industry. He serves as counsel and an ex-officio member of the board of directors of Model United Nations of the Far West, a not-for-profit organization that hosts an annual, collegiate model United Nations conference where students can hone their oratory and international diplomacy skills.
