Amy O’Gorman Jenkins is Founder and President of Precision Advocacy Group, a Sacramento-based government affairs and public policy firm, and serves as Legislative Advocate for the California Cannabis Operators Association (CaCOA). For more than three decades, she has worked with the California Legislature, the Governor’s Office, state agencies, local governments, and industry stakeholders to shape public policy.
Amy has been a leading voice for California’s licensed cannabis operators, advancing policies that protect patient access and help the regulated market succeed. She led the industry coalition effort behind AB 564 (Haney), which rolled back the cannabis excise tax from 19% to 15%. As the lead negotiator for the industry on AB 195, she helped secure the elimination of the cultivation tax and other tax reforms. Her legislative work also includes the Medicinal Cannabis Patients’ Right of Access Act (SB 1186) and improvements to Proposition 64 public health and safety grant priorities (SB 141).
Amy was instrumental in developing and passing AB 8 (Aguiar-Curry, 2025), which established a framework to address intoxicating hemp products sold outside California’s regulated cannabis market. She brings operators, policymakers, and regulators together to solve practical problems and strengthen California’s legal cannabis marketplace.
